Heres a quick guide to make your animations smoother and nicer,
First let's look at an ok attempt at a blinking head:

    1. The animation doesn't loop perfectly
    2. The animation is too long to "flow" correctly

The way to fix both of these problems is simple:

    keyframing and tweening

Keyframes are frames that stand out and are most important to the animation.
Tween frames are frames that help smooth the transition to keyframes.

First lets deal with problem 2: TOO MANY KEYFRAMES

these frames go all the way down and make the animation slower and clunkier, Some of these frames are completely unneeded to give off the animation of "blinking"
THE SOLUTION: Experiment and keep only the frames that give off the essential movement.

These new frames are edited to flow better and are much quicker and flow with actual blinking.

NOW we deal with with problem one: LACK OF TWEENING

Lets look back to the Original animation,

The problem is that the animation ends with it closing its eyes but starts with it wide open, giving it a snapping feel that breaks the effect of animation.
A easy way to fix that would be to have a extra frame that helps transition it back to wide open:
